Water supply system
The commune of Łubianka has a well-developed water-supply system with two modernized water intakes in Warszewice (capacity of 2,073m3) and in Zamek Bierzgłowski (capacity of 756m3). The system (installed in 1993) encompasses 138.5km of pipelines, connects 1,287 individual households, thoroughly covering the needs of all 12 village administrative units of the commune. Water consumption is close to 26m3 per capita.
Sewage disposal system
The separate sewage disposal system has the length of 60km and connects more than 500 buildings in the villages of Łubianka, Pigża, Przeczno, Dębiny, Wybcz, Warszewice and Zamek Bierzgłowski. The commune's sewage treatment plant in Przeczno has 20% reserves of sewage treating capacity.133 sewage treatment units were built in 2004 for approximately 750 users.
Recycling

The commune's refuse dump is presently undergoing major modernisation and development. It is the task of the Auxiliary Office at the Council Office in Łubianka to administer the refuse material, including signing contracts with property owners concerning collecting and sorting rubbish.

Telephone network
The commune has a long-distance optical waveguide telephone network (with over 850 users joined to it presently) and vast reserves of terminals.
Road network
A well-developed road network encompasses the total of approximately 14km of provincial roads (roads No. 551, 553, and 546), the total of 25km of district roads and the total of 141 of local roads.  44km of all local roads are hard-surfaced.
The commune of Łubianka lies within a 1.5km distance from the no.1 national road which is the main north-south artery.
Bus connections
The commune has a convenient bus connection with Toruń. Between Łubianka and Toruń both state (PKS) and private (A Line) buses run every hour.
